Service Contract Governance

In the process of awarding service contracts for local public transport, both local administrations (regions, provinces, and municipalities) and transport companies need to monitor the provided service to keep control of the service quality and quantity, as well as to verify the cost trends of the kilometers produced.

Contract Management

In this module, the Contractual Service Plan (PdEC) is defined, which includes the road network, lines, routes, and schedules that the contractor must guarantee during the service assignment period. The PdEC becomes the benchmark data against which the services provided by the contractor are compared at scheduled intervals: daily, weekly, monthly, and annually. Once the PdEC is created, it is validated and archived.

Service

In this module, a new Service Scenario Plan (PdESc) is defined, which differs from the PdEC and is used to evaluate the impact of a variation, such as adding or removing a line, modifying a route, or increasing the frequency of trips on a line, etc. This module can also be used to estimate costs for participating in a service contract tender by a carrier.
If a variation is accepted, a new service plan with new validity is created, subsequent to the original PdEC, which then becomes the new benchmark for the provided service.

Dashboard

The Monitoring Dashboard aims to allow all users, based on their role in the operational processes, to have analysis tools to enable timely and effective data interpretation from a unified and certified information base.

Compliance Verification

The compliance verification of a Service Plan (PdE) with the PdEC occurs through the verification of compliance with contractual deadlines, rules, modification requests, and communication with the Contracting Authority.
The monitoring consists of a set of reports, both graphical and tabular, where service performance is compared with the PdEC. The reports can analyze different time periods and allow for monitoring the service cost trends for the contractor or the contracting authority, the delivered kilometers, as well as the performance KPIs required by the contract.

Monitoring

The monitoring module allows for daily verification of the provided service through a set of indicators represented in reports, both graphical and tabular, where service performance is compared with the PdEC. The reports can analyze different time periods and allow for monitoring the service cost trends for the contractor or the contracting authority, the delivered kilometers, as well as the performance KPIs required by the contract. The comparison is made through the acquisition of service data from the AVM system, following the configuration and parameterization of the “Contractual Rules” that the contractor must adhere to throughout the contract duration. Another significant component of this module is the Deadline Management for coding and managing all administrative deadlines related to service assignment. Finally, the “Non-Compliance Justifications” module allows the contractor to manage the dispute process for non-compliance with the planned service by entering justifications for the correct recognition of the delivered service kilometers.
